The Department of Public Health Engineering, (DPHE) is one of the major instruments for water supply, sanitation and waste management in urban and rural areas under the Local Government Department of the Ministry of Local Government, Rural Development and Cooperatives, established in 1936. The Department of Public Health Engineering is one of the traditional, oldest, service-oriented basic institutions of the Department of Engineering in this country.


    Prior to the great independence in Jamalpur district, the office was run by a small number of tube well mechanics under the supervision of an overseer. The “District Supervisor” of Mymensingh district controlled the activities of the overseer. In other words, the district superintendent was the "district supervisor" and the sub-divisional superintendent was the "overseer". Jamalpur was then a subdivision. The office activities of "Overseas" were conducted in rented houses in different parts of the city. However, with the acquisition of land at Boshpara in Jamalpur town in 1960-62, the department set up its own office and store. There is still district treasury and accommodation for departmental officers and employees. The city's first established water reservoir or Over Head Tank stands here as a witness to the times.


    After independence, the post of Assistant Engineer (with 1st class gazetted rank) was created in Jamalpur subdivision instead of "Overseer". At that time there were 10 police stations in Jamalpur subdivision. Other manpower is also deployed to manage the activities of the department. The office of the Assistant Engineer was opened in a rented house in Mridha Para of the city. The post of Assistant Engineer was later abolished and made Sub-Divisional Engineer and the office of Assistant Engineer became the office of Sub-Divisional Engineer. The Department of Public Health Engineering was greatly expanded in 1986. At that time, each police station (now Upazila) had 1 Deputy Assistant Engineer, 1 CCT, 4 Tube Well Mechanics, 1 M, L, S or S Pion and a Chowkidar with a total manpower of 6. With this, the activities of the police station office started in each police station. At that time, the department's own office cum warehouse building was constructed in each upazila.

    In 1989, Jamalpur subdivision was developed into a district. At the same time Sherpur Thana subdivision was developed and the office of Sub-Divisional Engineer was also established there and Jamalpur, Sherpur. The executive engineer's office started functioning in June in a rented house in Bajrapur along with other manpower.


      Land was acquired for construction of district office in Satpakia mouza of the city. Where today's well-visible office building of the executive engineer has been built.


     Mr. Moazzem Hossain Khan, the then Chief Engineer of the Department, inaugurated the building in February 1986. The development activities of the Department of Public Health Engineering in Jamalpur district are currently going on around this building.
